In newer installation the wpkg service are not started by the installer.

In i choose 'install on startup' options, this is probably better, because it
will trigger a wpkg run (probably inside another wpk run, if you use like me
some sort of 'bootstrap', eg wpkg that install wpkgclient).

But for 'install on shutdown' i think it is better to start the service, so it
will be active at subsequent shutdown, but also because sometimes logoff delay
hang if wpkg service is not running.

For now i've added to the wpkg recipe another <install /> entry that start the
service, but i think this could be a little but useful enhanchment (or a
comment to add to the wiki).
