I've done some more try...

1) supposing could be an 'upgrade' trouble (from 1.2.1 to 1.3.9) i've
deinstalled wpkg client, clean filesystem and regstry (with regcleaner) and
reinstalled it. Same trouble.

2) i've also tried 'execution on shutdown', and the result are even worst. With
or without offline mode enables, seems that on shutdown this bug are hit, eg
WPKGServ.exe process crash.
