Oh, I now understood.

In the wpkginst.exe window I have this set in the "Logon settings" tab:

- Execution mode

"At system shutdown" <--- note this

Logon Delay: 0 minutes (the value cannot be modified, it's grayed)
Shutdown Delay: 60 minutes
