I don't have a Vista/W7 machine to look at this on, but XP had a setting to force the machine to wait for the network at startup/logon. It was set using either the local group policy or a domain group policy and was found at 

Computer Configuration\Administrative Templates\System\Logon

Under the setting 'Always wait for the network at computer startup and logon'

Hey Guys,

This is the best suggestion yet. If wpkg-gp doesn't take off, or if
another method isn't found to delay login with Vista/7, then WPKG is
dead in the water. Simple as that. We are holding off moving to Win 7
for that exact reason, but we can't wait forever. Delayed login is the
single most important feature that anyone could want with automated
software installation... And that doesn't work with Vista/7.
