I think there might be some confusion about which application part is printing
these messages. The messages you configured in config.xml are used by wpkg.js
only. Wpkg.js uses them to localize messages written to event log and sent to
the user via "net.exe send" or "msg.exe" (if notification is enabled). The
messages shown by WPKG client are configured on the client - use wpkginst.exe to
configure them or load a new configuration file.
WPKG client does not support defining messages in multiple languages. In fact
this should also not be required since you might use different client
configurations for different OS languages and localize the messages there.
So make sure your WPKG client (run wpkginst.exe) uses the right message language
on that client. Open the event log to see the messages printed by wpkg.js.
Please also note that only a few notification messages of wpkg.js are localized
and standard-messages and processing information are always in EN.
