1.3.11 installs and works fine on  XP here.
The old Win2000-box still has the error:
Product: WPKG -- Error 1722. ... A program run as part of the setup did
not finish as expected....  Action
_A9459942_EE79_497A_9080_F39DDA8A7B80, location:
C:\Programme\wpkg\wpkginst.exe, command:
--SETTINGSFILE=\\Server\software\wpkgtest\settings\shutdownsettings.xml
(wpkgclient itsself is installed as a wpkg-package)
