I've deployed TB 3 with success using the simple "-ms -ira" command line switch
for silent installation.

To make it work just copy your installers into the directory:
Thunderbird Setup 3.0.4 de.exe
Thunderbird Setup 3.0.4 en.exe

A sample WPKG package configuration is included as well: Thunderbird.xml
