The wrapper was created in order to support launching wpkg.js with 64-bit WSH (cscript.exe) launched from WPKG client 32-bit. It was done at a time where there was no 64-bit WPKG client available. Nowadays most ways to execute WPKG support invoking the 64-bit WSH binary directly.
