It depends on what the author of the MSI has set as default. Microsofts
default for MSIs is per-user install.

Did you set any properties? Try ALLUSERS=1 - this helps most MSI install
the Shortcuts into %ALLUSERSPROFILE% instead of %USERPROFILE%.
