I've just tried next one:
 instead using variable name:
   <install cmd='%instcmd%' />
 i've tried to use %instcmd% variable value:
   <install cmd='cmd /C xcopy /Q /I /E /Y
"%SOFTWARE%\thunderbird\exts\%ext_dirname%\%ext_id%" "%instdir%"' />

and it's worked.
why?
