Concerning "settings_file_path": This issue has been fixed already with WPKG
1.3.1-RC1.

MOD: Disable "Legend" in XSD documentation as it's not meaningful to WPKG.
FIX: Fixed environment variable expansion in settings_file_path parameter
     within config.xml. Functionality has been lost when introducing [HOSTNAME]
     and [PROFILE] expansion in settings file name.

Admittedly WPKG 1.3.1 has not been released yet. You might get it from SVN:

I recommend to get latest version 1.3.1-RC6 from SVN.

Regarding variable expansion in WPKG client Tomasz might be able to answer.
