Explorer.EXE is the shell, so if there is one process running there is
someone logged on in 99% of the cases.

I schedule it at around 22:00 for one department, at 22:05 for the next
department and so on.

Yes, users are instructed to just log off to allow computer maintenance
to run smoothly.
