I manage the installer distribution using two way; firtly, i've
disabled download support in config.xml, and then:

1) for some well-connected sites, i manage a central installer
 repository that i keep in sync nightly with branch offices via unison.

2) for not-so-well-connected sites, i've buld a script (ok, an hack ;)
 around xml2, and i extract the URL in download tags and download
package directly from the official site, using wget.


For every branch office i've a server (and a wpkg installation), so i
don't manage installer download directly on client, only server side.
