I've been using firewall rules restricted to our valid IP ranges to 
prevent people connecting to our tracker, and disabling DHT, which 
should prevent people without the torrent downloading any of the data 
from the swarm on a given campus.

The risk is similar to a plain-text copy over CIFS; people could sniff 
the traffic either way. If anything, torrent makes that harder by mixing 
up the pieces nonlinearly.
