Can you be a bit more specific which version of WPKG you use?

Latest SVN version (1.3.1-RC13) contains already changed settings path
processing where string expansion is done within setSettingsPath() function and
therefore environment strings are expanded already.

Can you provide feedback whether this version works for you?
