On some machine running Windows XP Professional, WPKGService failed to start
with Script execution: failure. Exit code: 3221225794.

Starting service from Service Manager also failed with status stopping and can
not be restarted anymore except restarting PC

Running WPKGSrv.exe /debug from command prompt, stuck at "Debugging WPKG
Service" and can not be stopped or Ctrl-C
