%ALLUSERSPROFILE% is deprecated in Windows 7.
%PUBLIC% is the new variable to use in Windows 7 and above.

If you execute the following lines in a command prompt, you will see 
that there are many hard-links in the %ALLUSERSPROFILE% folder and they 
point to %PUBLIC%.

cd /d %ALLUSERSPROFILE%
dir /a
