Looks like you still didn't run WPKG with admin privileges. Either run the 
cscript command ad admin or (as advised) first open admin command prompt and 
then map drives (net use) and run cscript from that elevated prompt.

As a result your cscript process (WPKG) does not have permissions to write its 
local package database to %SystemRoot%\system32.
