Hi,

 I appreciate that this might affect web interfaces, tools and utilities people
have developed (on top of causing some headaches processing wpkg.xml files).

 I've run into few niche issues where wpkg.xml files were not written in a way
that wpkg.js could read them back accurately. Upon inspection, the wpkg.xml
files ended up having some quoting issues that interfered with the validity of
the xml itself.

 Would it be possible for wpkg.js to use a single quote for element and
attribute value quotation?
