Actually I think this might be a bug. According to WSDL specification I think 
revision is optional but should default to some number if not set. I will have a 
look at the code.

Moreover the code to compare empty string against version number should perhaps 
behave differently and provide empty string to be lower version than any other 
version number.

Meanwhile deleting wpkg.xml via pre-execution script might work.
