wpkg.xml is not locked. WPKG will open and rewrite it on each successful change. 
So if you create a "wpkg-xml-copy" package with execute=always attribute with 
low priority (which makes it to be executed last) you will always get an updated 
wpkg.xml copy.

Alternatively you can run WPKG from a batch script and impose some post-wpkg-run 
actions.
