[wpkg-users] checkpolicy=always

This thread mentions a patch to implement "checkpolicy=always", which
forces install checks no matter what the package revision states:

This could be helpful when there are multiple deployment systems, or if
users have install rights and pre-emptively upgraded a package, in which
case this would simply update the local database file, mark as installed
and move on.

(The other option to work around this is to make exceptions for exit code =
1603 as "already installed," but 1603 is also a generic install error so
that's not as unique as I'd like.)

The patch is supposedly located in bugzilla (
http://bugzilla.wpkg.org/show_bug.cgi?id=180), but that no longer exists.
Does anybody happen to have a copy floating around?
