OK, but optional in what way?

If microsoft keep VBScript installed if it was, we can safely install it in
WPKG bootstrap phase.

But if MS decided to REMOVE it (or disable like IE), will get a total unusable
system, because we have no WPKG to run for installing VBScript... a
classical 'chicken and egg' bootstrap problem...
