I am still thinking what you want to achieve.

You can overwrite variables which where created on a higher level.

e.g. variables defined in "profile" can be overwritten in "package".

You set some kind of default value in "profile" and change it or not in the package.

Depending on what condition do you want to change a variable ?
There is not much information in the running wpkg.js to check.

Without an example it is hard to understand.
