Java is returning error 1603, so you will get more information if
you create a log file using the /L command line switch of the Java
installer.<br>

You are installing two different versions of flash, make sure to
always install the same version for the plugin and activex.<br>
No need to check the file, checking the uninstall entry is
sufficient.<br>

So I added an exitCode='1603' and it fixed the problem. There was also another similar problem with another install command. I added the appropriate exitCode and it seems to work fine now. I didn't know the /L option.
