For the development, in the near future, I'm
 - rework forced-out-gateway handling. When meeting EIO, we should just
setting weight as 0 and not sending a leave message. Allow plug disks
into 0 weight node.
 - rework reweighting logic, that do it as Kazutaka once suggested.

Plan:
 - I am planning to implement Amazon S3 & Swift service on top of
Sheepdog object store via RESTful API by fastcgi module.
