  Makefile: shepherd is only build if it is explicitly enabled

Makefile:
    This change provides shepherd cluster daemon will only build
    if it is explicitly enabled("--enable-shepherd").

rpm:
    Now it can choose to install shepherd binary file synchronously
    with configure options.
