[stgt] [PATCH 2/2] ssc: hook spc_prevent_allow_media_removal

Richard Sharpe reported that BakBone NetVault needs PREVENT ALLOW
MEDIA REMOVAL.

Note that spc_prevent_allow_media_removal is NO-OP for now. We need to
fix it.
