[stgt] [PATCH 0/1] Build system redo (again)

Hello,

another attempt at the build system makeover. The version-stamp magic
has been removed per Tomo's request. Likewise, the sysconfig file and
init script have been moved to the packaging branches. The dummy
target.conf that installs in /etc/tgt stays in.

I hope this is finally in an acceptable state now.
