[stgt] 0.9.8 released

With 0.9.8 (and 0.9.9), it is possible to start multiple tgtd processes 
- although I'm not sure if it's desired?

With 0.9.7, tgtd would warn us:

# tgtd
# tgtd
(null): iscsi_tcp_init(222) unable to bind server socket, Address 
already in use
No available low level driver!


Not so with 0.9.8 (or 0.9.9):

# tgtd
# tgtd
# tgtd


And ps would show more than 2 tgtd processes.
