[stgt] tgt-admin and a -C, --control-port argument

iSNS can be used to store the configuration for FC (and thus FCoE too)
so it is not strictly iSCSI only.

Now, if there are actually people using iSNS for non-iSCSI SANs, that
is a different question ...
