Hello All,

Few days back I removed a timeout function that was sending 
DevAttrQry every 30 seconds with the assumption that it was 
for SCN.

After going thru the SNS specs, I found that it is used as a 
heartbeat mechanism.

I added the function back and made it close to the specs.
