[stgt] tgt-admin behavior with multiple targets and same account name

IMO, if we maintain backward compatibility (i.e older syntax will work
if new syntax is _not_ used), it should be ok.

May be we could add "version" to targets.conf, which would make it easy
for future updates/additions.
