[stgt] [PATCH] TGTADM allow creating TAPE devices without a backing store

Please find a trivial patch that allows creation of TAPE LUNs wihtout a backing store.
These devices behave as a normal tape drive that has no medium loaded.

At a later stage a medium can be loaded into the device using the tgtadm command, or in case the device is part of a VTL using the mtx command.
