[stgt] [PATCH] Fix COMPARE_AND_WRITE so it might actually work

Please find a patch that activates COMPARE_AND_WRITE again and fixes it so
it actually works like SBC describes it.

I dont know how I could have misread SBC before and get it so wrong, but not
it seems clear how this command should work.
I was confused :-)
