[stgt] [PATCH] Fix incorrect length reported in REPORT SUPPORTED OPCODES

Tomo, List,

Please find a patch that fixes the REPORT SUPPORTED OPCODES response.
We computed the length of the data  but we wrote it to the wrong part of the buffer (should be in the fiurst 4 bytes)  thus breaking the response and sg_opcodes no longer worked.
