[wpkg-users] cmd /c hanging?

This is certainly wrong - perhaps someone didn't know that some commands are internal cmd build-ins, and have to be started with cmd /c.

And for "not always work", perhaps someone had a similar issue you had.

Could you please correct the wiki? :)
