this also makes good sense because with the /quiet command you tell it not to
log, but if you run wpkg.js with cscript.exe instead of wscript.exe it will just
log to the prompt if you do not use the /log parameter.
this fix is ment to redirect logging from the prompt to a file, not to owerride
the /quiet parameter, then you will not be able to turn off all logging
