Currently, you can't update one version of the installer to another 
(i.e., 0.50 to 0.70) - you would have to uninstall 0.50, and then 
install 0.70.

There are example files in the package:

installing:

msiexec /qb /i WPKGSetup.msi SETTINGSFILE=f:\wpkg\images\setup\settings.xml


Updating settings:

%PROGRAMFILES%\WPKG\wpkginst.exe 
--SETTINGSFILE=f:\wpkg\images\setup\settings.xml


You generate settings with the installer itself - "Export settings..." 
button - see screenshots - http://wpkg.org/index.php/Screenshots
