Is the name also "primary key" for the package? Not only the ID? 

This is taken from my package.xml: 
Old rev: <package id="vlc" name="VideoLAN 0.8.5" revision="5" reboot="false" priority="0">
    ...
  </package>
New rev: <package id="vlc" name="VideoLAN 0.8.6a" revision="6" reboot="false" priority="0">
    ...
  </package>
