Oh, right - in that case there would be a reboot even if reboot is overridden
within settings.xml. Hmm, I even did not know that WPKG client is having such a
functionality.

One proposal could be to leave WPKG override at 0 and introduce another "reboot
type" which allows external reboots (WPKG just exits with exit code 3010). So
by default WPKG override really means to suppress any reboot and hide it from
the calling program while "external" reboot allows the calling program to check
for exit code 3010.
