Indeed I have.

Of course %SOFTWARE_ISERV% is defined. Its one of my own environment variables. And the error I'm getting is not 1619 (ERROR_INSTALL_PACKAGE_OPEN_FAILED) but 1603 (ERROR_INSTALL_FAILURE).
The setup starts just fine, decompresses the install files and ... dies with 1603.
