Okay, I think we've reached a consensus:

* "depends" should install dependent packages first. (Debian does this, as
Brian May pointed out on wpkg-users: my mistake.)
* "includes" should add included packages and let WPKG figure out a sensible
order using priorities. 
* "chains" should install chained packages afterwards.

I'm closing this bug with "invalid" because it was my misunderstanding about
the intention of the "depends" tag: "includes" will do what I need. I shall
submit a new bug for "includes" when I have a patch.
