There is no DOS involved here.

Even no command-line interpreter is involved here since you did not
execute one.

Try executing it on cmd.exe

<install cmd='%COMSPEC% /c "%WPKGROOT%\tools\modpath /add
%WINDIR%\ASYM\RUNTIME\"' />


Then exit status should be non-zero if the command is not found.
