I've think I've tracked this down
The original depends syntax was as an attribute in the package element.

I asked a question a while back on how to use depends and the example given
was the old syntax.

I used it and found it seemd to work fine so I "updated" the wiki (in
hindsight I reverted it instead) to show how to use it :)

Obviously user Talk came along - noticed it was wrong and updated the wiki
to be correct (and added in the chain and include syntax as well) :)
