[wpkg-users] permission error on win7 install

I have a package that installs fine on XP but not on Win7.  The install command is 
simply:

msiexec /qn /i "%SOFTWARE%\RamSSlink\rrl6403040000en.msi"

The install fails on Win 7 with this in the event log:

Product: Bentley RAM Revit Link x64 -- Error 1401.
Could not create key:
S-1-5-21-2709932690-2827272707-2098286209-500\Software\Microsoft.
System error 87.
Verify that you have sufficient access to that key, or contact your support personnel.

wpkg "execution context" is configured to run as the local Administrator and I have 
verified that the Administrator has full control over that registry key.

Also, I can log on to a Win7 machine as the local Administrator and successfully 
execute the install using the same command at the command prompt.

The Win7 UAC stuff is turned off.

Any idea what causes this? Thanks,
