Write the following to "%ProgramFiles%\Mozilla Firefox\defaults\pref\policies.js":

pref("general.config.obscure_value", 0);
pref("general.config.filename", "mozilla.cfg");


2.
Write the following to "%ProgramFiles%\Mozilla Firefox\mozilla.cfg":

lockPref("network.proxy.type", 4);
