Try it the other way around:

<package id="some-id" revision="%REVISION%" ... >
   <variable name="REVISION" value="1.0" />
   <install cmd="reg add HKLM\software\mykey /v xy-revision /d %REVISION% /f" />
</package>


This way you acchieve the same goal: Having to specify %REVISION% only in one place.
