Sorry, Stefan, but still i've not understood.

AFAIK cmd scripting, yours simply check for a running 'explorer.exe'
(eg: there's a running session), and if there's no one, run wpkg.js,
and then shutdown the machine.

Ok: but when you schedule that script? Every X minutes? On Shutdown?

You have instructed your users not to shutdown their box, but instead
to logoff?
