[wpkg-users] WPKG Client modified to run at Windows Vista, 7, 8 shutdown

If you upgrade from previous version it is important to save settings in "WPKG Client" dialog because that's where PreshutdownTimeout is written to registry.

If you upgrade from command line with settings from xml file registry will be updated properly.
